HOUSE BILL NO. 69 by the House Rules Committee by request of

     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs;                                                             
     capitalizing funds; amending appropriations; making                                                                        
     reappropriations; making supplemental appropriations; making                                                               
     appropriations under art. IX, sec. 17(c), Constitution of the State                                                        
     of Alaska, from the constitutional budget reserve fund; and

"Dear Chief Clerk:                                                                                                              
                                                                                                                                
Under the authority of Article III, Section 18 of the Alaska                                                                    
Constitution, I am transmitting a bill relating to appropriations for the                                                       
state's operating expenses for fiscal year 2022 and supplemental                                                                
appropriations for fiscal year 2021.                                                                                            
                                                                                                                                
This appropriation bill includes $4.160 billion unrestricted general                                                            
funds, $862.6 million designated general funds, $1.604 billion other                                                            
state funds, and $2.902 billion federal funds.                                                                                  
                                                                                                                                
The fiscal year 2022 budget reduces total agency operational spending,                                                          
increases strategic investments in public safety and emergency                                                                  
management, and funds K-12 education at the full formula level. My                                                              
administration continues to focus on modernizing and improving                                                                  
service delivery and on driving operational efficiencies within our                                                             
agencies.                                                                                                                       
                                                                                                                                
My administration looks forward to working with the Legislature on                                                              
the timely passage and implementation of the fiscal year 2022
